School
近年拡大している教育的不平等を是正するために、また保護者や児童・生徒によい学校を選択するより大きな権限を与えるために、現在の学校システムを改革する必要があると考える。教室における規律(discipline)の高い基準、強固な(robust)基準、そして質の高い教授を確かなものとしたい。また、新たな学校をつくることによって教育システムを改善するために協力する保護者、コミュニティ集団、その他の人々を政府は援助すべきであると考える。
[以下、17項目が列挙されている。]
・わたしたちは次のような学校改革を推進する。保護者の要求に応えるように、公的な学校システムに新しい供給者が参入できる;すべての学校がカリキュラムをより自由に設定する;すべての学校が適切に責任を負う。
・We will fund a significant premium for disadvantaged pupils from outside the schools budget by reductions in spending elsewhere. (不利な子どもたち)
・We will give parents, teachers, charities and local communities the chance to set up new schools, as part of our plans to allow new providers to enter the state school system in response to parental demand. (新しい供給者による新しい学校)
・We will support Teach First, create Teach Now to build on the Graduate Teacher Programme, and seek other ways to improve the quality of the teaching profession. (教員養成、研修)
・We will reform the existing rigid national pay and conditions rules to give schools greater freedoms to pay good teachers more and deal with poor performance. (教員給与)
・We will help schools tackle bullying in schools, especially homophobic bullying. (いじめ問題)
・We will simplify the regulation of standards in education and target inspection on areas of failure. (教育水準の簡素化)
・We will give anonymity to teachers accused by pupils and take other measures to protect against false accusations. (教員の保護)
・We will seek to attract more top science and maths graduates to be teachers. (教員)
・We will publish performance data on educational providers, as well as past exam papers. (成績データの公表)
・We will create more flexibility in the exams systems so that state schools can offer qualifications like the IGCSE. (試験システムの柔軟性)
・We will reform league tables so that schools are able to focus on, and demonstrate, the progress of children of all abilities. (成績一覧表の改訂)
・We will give heads and teachers the powers they need to ensure discipline in the classroom and promote good behaviour. (規律)
・We believe the most vulnerable children deserve the very highest quality of care. We will improve diagnostic assessment for schoolchildren, prevent the unnecessary closure of special schools, and remove the bias towards inclusion. (弱い立場にある子ども/インクルージョン)
・We will improve the quality of vocational education, including increasing flexibility for 14–19 year olds and creating new Technical Academies as part of our plans to diversify schools provision. (職業教育)
・We will keep external assessment, but will review how Key Stage 2 tests operate in future. (外部評価/キーステージ2の試験)
・We will ensure that all new Academies follow an inclusive admissions policy. We will work with faith groups to enable more faith schools and facilitate inclusive admissions policies in as many of these schools as possible. (アカデミー)
